[Note: These submissions appear on the Sep 2001 LoAR. Note that since the minutes were truncated, some items showing on the February "minutes" may actually have been considered in March.]
Next month's meeting is scheduled for April 8, the weekend before Crown Tournament. May's meeting is tentatively scheduled for May 6. June's meeting is tentatively scheduled for June 10.
Njal Olaf Heraldsson has resigned as Bellows Herald. His deputy, Miguel Esteban Franco de los Rios, will be assuming the title and will be in charge of the field heralds at Crown Tournament.
Trumpet's Voice has up until now been written by Battlement Herald. He has to give up this small duty due to other obligations. Crescent is soliciting names of those who are interested in doing the article.
Policy Statement, re: Free Resubmissions -- we are going to now redefine timely as one calendar year from the original submission date for Kingdom Resubmissions. All outstanding returns hereby have one year from the next Crown Print's publication date to resubmit. Laurel's definition of timeliness for resubmissions remains a year from the time the submitter receives the official Laurel letter in the mail, though she does currently allow exceptions/extensions.
Crescent WILL be stepping down at 12th Night January 2002. If you think you might want to become Crescent, start preparing your resumé now. Remember, Dolphin does not necessarily become Crescent, so it is possible for another.
There is evidence that there was a substantive difference between a wolf and a dog in period. We are soliciting opinions as to the difference between dog's and wolves's heads. Master Bruce has found in his research that period heralds did distinguish between the two heads, with only one example, which seems to confuse or interchange the two. Baroness Ghislaine is of the opinion that there is not a difference, citing that we do not distinguish between lion, tiger, and cat heads. Former Laurel precedent states that there is not a difference between raptor heads, whether they be from eagle, hawk, etc. Master Eirikr notes that we distinguish between modernly drawn depictions of animals. Dietmar notes that cat's heads are not a good example because cat's ears are always erect and are similarly shaped between breeds/species, while dog's ears are distinct from one type to another and add to the identifiability of the charge. Eirikr also notes that wolves have rough fur while dogs have smooth fur, and that also adds to the ability to distinguish between the two. Laurel has solicited comments from the College at large, and Crescent has asked for a vote of the members present. 5 think there is a significant difference, 2 think there is not, and 3 are undecided.
Eridana has offered her services to log in any submissions before the next meeting, and would like to request all heralds who are able, to mail their paperwork to her thus saving several hours of prep time at the meeting.

DEVICE APPROVED AND SENT TO LAUREL
Purpure, a panther passant guardant argent, incensed proper, spotted of roundels of diverse tinctures
The previous device was returned for redraw to clarify the actual posture of the panther. It has been redrawn.
We note the badge of Sterling deSeincler, 10/99 (SCA), [Fieldless] A panther courant facing dexter argent. There is a CD for fieldlessness, and we argue a CD for courant vs.passant. In a precedent dated 11/90, Shayk Da'ud as Laurel gave a CD between two postures based on moving all the beast's legs. Between courant and passant we have moved at least half the legs (actually, three of the legs for a correctly drawn passant), and therefore should have a CD in this case as well.

Submitted as Leif Jonsson
Leifr is found in Gierr Bassi, page 13. Leif is the common anglicization of the name. Jónsson is the patronymic Jón's son, where Jón is found in Gierr Bassi, page 12. The submitter indicated on his form that he wished the name to be correct for 12th - 14th C Norse so we have corrected it as requested.

Submitted as House Gull-bjarki, with a hyphen, which we removed.
Gullbjarki "gold bear cub" is a constructed byname, formed from themes in Geirr Bassi: Gull- is found on pg. 22, along with several constructions showing Gull- used as a prefix attached to nouns, while Bjarki is found on pg. 20 as a noun. The College's policy on household names, as outlined in the cover letter of the LoAR of 6/92, permits a personal epithet to be used as a plausible household name. (The lingua franca designator House was added in accordance with the Rules.)

The Barony has not included a letter of support from the Baron, Baroness and seneschal of Starkhafn in support of the order name.
In addition, the Barony has not provided a cogent argument for the use of the term Defender as an order designator. The inclusion of the designator "The Order of [the Defenders...]" might make this submission passable. We recommend that the Barony reconsider whether they need a separate name for what has been described to us as an augmentation of an existing order. The submission as entered constitutes the creation of an entirely new order. If that is not their intent then this submission is superfluous. There is no need to register what amounts to ranking within an order, as that designation may be implemented at the whim of the Baron and Baroness without the College of Heralds' approval.
